JOB TITLE: Health Technical Coordinator/Medical CoordinatorLOCATION: South Sudan, Bunj, Mabaan CountyDURATION: 12 monthsREPORTS TO: Program Manager
SUMMARY: The Health Technical Coordinator is responsible for the ongoing management, continuing development, and daily supervision of all activities under RI’s health objectives. As a licensed physician (s)he will oversee the execution of work plans, maintain local interagency and government relations, supervise the health project teams, and ensure safety, integrity and quality of health activities. The position is based in Bunj and (s)he will report to the South Sudan Program Manager.ESSENTIAL DUTIES AND RESPONSIBILITIES:• Conduct community assessments to identify critical requirements for program interventions and gaps in service provision with a particular focus on returnees, women, and vulnerable populations.• Maintain ongoing RI South Sudan primary health activities focused on development and rehabilitation of local infrastructure and systems, capacity building and training, community health and hygiene promotion, maternal and child primary health care services, and community mobilization, sensitization, and education.• Promote and work to expand community capacity on health, with sensitivity to the political and cultural context.• Develop and support the South Sudan health activities, with emphasis on response to perceived needs indicated by communities and beneficiaries.• Support the Mabaan County Health System to incorporate health services for refugees and strengthen disease preparedness, with a specific focus on HIV/AIDS awareness, infant and young child feeding, sanitation, and hygiene. • Plan and implement emergency interventions in beneficiary communities as needed.• Consult with beneficiary groups, community leaders, and relevant line ministries in selecting community workers.• Consult with peer and UN agencies on international standards with regards to program design and implementation.• Participate actively with interagency health and related forums on behalf of RI South Sudan.• Work with the Country Team, operations, finance, and security staff to ensure that all program activities adhere to RI and international standards.• Conduct and design health activities with the utmost sensitivity for the safety and well-being of beneficiaries and national staff and with regards to the political context.• Provide capacity-building for national staff: technical support, organizing training, and preparing a training schedule for health program staff.• Manage all national health program staff contracts within RI regulations and local labor laws.• Ensure that Rl provides high quality health services that meet Sphere and other international standards.• Review and write all health and health-inclusive proposals, reports, assessments, and research in consultation with the Program Manager, Country Office, and Headquarters.• Submit weekly, monthly and quarterly reports by collection of information and data from the field, data analysis, and report documentation.• Actively support timely, substantive, and appropriate documents that lead to funding support from local donors in coordination with the Program Manager, Country Office, and Headquarters.• Participate as an active staff member of the South Sudan Senior Management Team, which includes collaborative oversight for program administration, operations, and communications.• Manage sector budget and personnel in line with RI field procedures and Code of Conduct.QUALIFICATIONS: This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment:• Must be a licensed physician (MD), plus advanced degree in public health will be an advantage • Demonstrated leadership and teamwork skills• Logistical planning and problem-solving skills• Experience managing clinics and pharmacy operations, • Experience with data collection and analysis• Experience living and working with local communities in dynamic, insecure environments• Ability to live and work from within a remote post• At least experience working with an INGO or other emergency/development agency• Experience (2 years) developing and implementing health sector activities• Demonstrated written and oral communication skills (must be able to provide an independently created and relevant writing sample)• Experience in emergency cholera prevention and treatment program design and management highly desirableSALARY: Commensurate with experience and qualifications.
